Request for Bids
Sealed bids for construction of the Paradise Irrigation District (PID) Zone A Pump Station and Transmission Main Project, addressed to ATTN: Georgeanna Borrayo, Paradise Irrigation District, 6332 Clark Road, Paradise, CA 95969 will be received until 1:00 p.m., local time, on Thursday, February 23, 2023. Bids will be opened immediately thereafter and read aloud.
Bids will be publicly opened, examined, and declared by Water Works Engineers (ENGINEER) on said day and hour, and will be referred to Paradise Irrigation District (OWNER) for subsequent action. Any Bids received after the specified time and date will not be considered.
This is a public works project located in Paradise, CA at the Paradise Irrigation District (PID) Water Treatment Plant (13888 Pine Needle Drive), along Pine Needle Drive, Skyway and New Skyway (from Coutolenc Road to approximately 1,000’ west of Pentz Road) and adjoining roadways, and at Pump Station #2 (6650 Moore Road). The Project contemplated consists of the construction of the Zone A Pump Station and the Zone A Transmission Main, Improvements to Pump Station #2, and performing related required work.
The Zone A Pump Station is comprised of four vertical turbine pumps housed in a CMU building located at the PID Water Treatment Plant. The associated work includes mechanical, electrical and instrumentation to integrate the new pump station into the existing water treatment plant control system. Additionally, programming of the control system involves updating the SCADA system to incorporate the ongoing Reservoir B tank project.
The Zone A Transmission Main portion of the project includes construction of an approximately 1.5-mile long 16” transmission main with a large portion located within New Skyway. The New Skyway portion of construction is an early milestone portion of the project to accommodate Butte County repaving of that segment of road in June 2023. In order to facilitate accelerated construction of this portion of the project, PID is pre-purchasing and will owner-supply pipe materials and appurtenances for this work. The work in New Skyway must be conducted at night and requires submission of a traffic control plan to Butte County which routes one lane of traffic off of New Skyway and allows single-lane access to the pipe alignment. Trench backfill will be slurry up to road surface and if the early milestone is met, no re-paving will be required.
The Pump Station #2 work includes installing a piping bypass around a booster pump inside Pump Station #2 to allow back-feeding of Zone B from Zone A.
The Engineer’s opinion of probable construction cost for this project is $6,340,000, including Owner-supplied equipment value for the Zone A Transmission Main equipment. The value of the Owner-supplied equipment is estimated at $930,000 and will not be included in the Contractor Bids.
